No. Start with the job, constraints and evidence. AC0 selects the simplest dependable approach and avoids binding the workflow to a model without a reason.
That is not a useful starting scope. AC0 begins with a bounded workflow where quality and value can be observed, then expands only when the evidence supports it.
The design includes validation, confidence or exception rules, human review where needed, logs and a defined fallback. The exact controls depend on the impact of an incorrect output.
